Nuclear bomb is a bad idea. We don't need a bomb blast which would likely make things much worse. What we do need is a hight tempurature incediary that will melt the pipe and earth and rock together and seal the hole. And this incendiary needs to be able to burn under water. The answer to this problem could be using THERMATE or THERMITE.
