Levels of War

Conflict should almost always be avoided.  War rarely has a winner.  Conflict always brings grave consequences for both sides.  War has many different levels.  Winning a war requires domination at each level. A side may win many battles yet ultimately lose a conflict.  Proples.can lose battles and wars but remain intact if they maintain their values and cultural identity. The US has been challenged at every level.
