The US is transferring nuclear warheads that had been stored in Turkey to Romania. President Putin had commented that he worried that US ABM in Romania and Poland could easily have their conventional warheads switched to nuclear warheads without Romania or Poland knowing anything about it. So, why are we provoking Russia?
